No, I do not think it is correct. In the picture, the person is putting an old electronic item into a normal rubbish bin instead of an e-waste recycling bin. In Singapore we have special blue e-waste bins at shopping malls and community centres for items like batteries, cables and old phones. What I also noticed is that the item still looks quite usable, so it could even have been repaired or given away first.
